In late 2019 my wife and I relocated from NY to Birmingham, AL where we purchased our first SFH with the “buy and hold” strategy in mind.

This is a pretty standard practice in REI although may not be exactly kosher with your lender.

Scenario - living in a high priced city, looking to invest out of state, an individual has been told that they will be working from home for the foreseeable future, with this, the individual is looking to relocate to a cheaper market but maintain their expensive city income....

If I know I am moving is it best to wait until I have relocated and try to find a property in that new market or continue trying to find a deal where I currently live?

We have about 157 people moving a day, with more and more companies relocating I have a feeling that number will increase. plus our suburbs rock round, pflugerville are some of the fastest growing cities in USA. 

Sometimes, things don't (or do) make sense at the asset level, but there are strategies above when it comes to overall portfolio and lines of business (e.g. right-sizing business, opex reduction, relocation of assets to e-biz).
