Building inspectors love quoting "A structural engineer" for anything and everything.Even a dime size hole in the siding.They kill a lot of deals with their terminologyJust my opinion.Thanks  If I was betting I would say in Memphis there is no basement. again just based on my funding houses there.

You run into a similar issue with single family or even multi-family if it has an HOA.

With either property  I will be renting out after a year of living in and move on to something else.so my question is should invest in a Duplex or Live&flip single family, if so which do you think is the best option and why?

Honestly, IMO your best bet is house hacking.

Furthermore, now even lavishly furnished apartments, thanks to Newsom, will be limited to being secured only with a SINGLE month of security deposit in CA which CANNOT be applied to 'normal wear and tear' of furniture either, so if the tenant in a furnished apartment never pays their last month of rent but wears and tears down all the furnishings, it seems landlord would still have to give back the 'security' deposit on move-out, not being able to apply the 'security' deposit to last month of rent in arrears NOR the worn and torn furnishings?!
