Should I bring a contractor with me to check out the house?

Also any one got a reliable contractor that is FHA approved? 

I'm a big proponent of using sites like homeadvisor, thumbtack, porch, etc to find contractors, but for the life of me I can't seem to find a decent contractor to do drywall finishing or stucco a project that we're completing. 

The owner pays about $850-900 in utilities (electric/water/direct TV). 

A big question mark for us however is the electrical system.

I have a GREAT PM and contractor but it's unlikely I'll have that in every town, my efficiency reduces if I spread out (with SFR) 3 concentrations of industry.

Looking for recommendations for General Contractors in New Albany, Indiana that specialize in renovations and are investor friendly! 

I bought a flip with $30k potential profit and was too eager...I hired a contractor on a friend's referral but without doing my due diligence.

If it needs to be converted, can he just pull the necessary system permits (splitting electrical, HVAC) vs going through a complete build permit since the space is already a finished livable space?
