I'm thinking that there almost has to be something huge wrong behind the scenes, like the roof, or termites, or even something criminal happened in the house and now the owner is scared to live there. 

You will also see banks quoting FHA rates in the 4's which in most cases is criminal.

Property management would include collecting the rent each month, advertising for a new tenant when you need one, screening tenants (time to meet the applicants, show the property, run criminal history and credit checks), dealing with evictions, and doing the bookkeeping.

The judge also declined to sever that restriction from the penalty amount, effectively destroying any enforcement of that law other than straight up criminal penalties (no fines).

It's not that they're dangerous or some super savvy criminals, but it's just that when backed into a corner, people without life skills are going to be unstable.
