Another way to add value is to network in your local REIA, and provide education.

I've done lots of reading and research (including on this forum), but I'm looking to network with some real people who would be willing to share their experiences with me.

What you will pay in interest on the "rehab" fund depends upon your network of private lenders. 

If you network with your local investor groups you should be able to find someone that is reputable in your community that does private lending. 

You can for sure find houses within your price range that will produce rents from $700-$1300(I know that's a wide range) depending on the house and area.The Kansas Side has some appealing areas that will produce similar results.
