I would make sure there is about good 12" to 24" of crushed rock at the bottom of the window well for drainage.  

These places include Bettendorf, Moline, Rock Island, and Davenport.

I've done 80% in Little Rock on 3 properties, 2 in Kansas City, 3 in Northwest AR, Lawrence KS, Dayton, and 2 in Memphis - in the last 14 months.

For buy and hold investments and BRRRs, the most profitable I've found for my clients are in "B" and "C" class neighborhoods in town, specifically Oildale, Old Kern, La Cresta, Oleander, parts of East and Northeast Bakersfield, and parts of downtown.If you want to know what the most desirable neighborhoods are, as @Dean Cunday correctly said, Northwest and Southwest tends to be the most desirable parts of town to move to.  

Steel beams, and vapor barriers have been installed but the inspector said it is just a Band-Aid.

Raleigh rocks, I've been here for a dozen years and I'm not going anywhere.  

Additionally the poured concrete was poor quality with river rocks instead of something proper with sharp edges.
