They've always got some promotions going on, the trick is to prepay as far ahead as you're comfortable with to get the discount pricing for more than a month.Also, like with all hosting providers, they try to upsell you when you checkout, so just be sure to uncheck almost all the options when you're checking out and watch as the price comes back down to earth.For domains Namecheap or GoDaddy are good.  

I want to know how much to discount the rent, how to verify that the work is being done, who pays for materials, etc.

If your situation exceeds the recommendations of the code book, you're going to be looking at manufactured header material - which are sized either by an engineer or according to specific manufacturer's guidelines.

I do advise that you to be cautious, and due your own diligence when attending some of these events, as most promote their memberships and/or offerings.
