I called the assessors office and they told me that a 500 sq ft ADU with one bathroom would add about $65k to the property value.So far I couldn't quite figure out who to call about the special assessments, but I will update here as soon as I found someone that can give me some official input on this.

@Ryan Churchill No, it issued by the Clerk Of Court.....essentially they wait until the “10 day right to move to set aside the sale” expires, from the date of the auction.If you search the clerk of court, official records, for document type CT, you’ll see them.
