I let them know that I care about the safety of everyone in my buildings and therefore I need to run credit and criminal checks on everyone living there.

If it's "not the best", then you're probably not going to get somebody with great credit, 3X income, and no criminal record.

I think that if the police had been given permission to do something in the beginning [and this is colorado, not california] that the criminals would never have gotten into their heads that this was THEIR house. 

I have contacted the district attorney and have also filed a criminal report with in the chicago area.This guy also has been to prison for this before and from the looks of it, this this isn't the first time he has pulled this trick of his.DO NOT DO BUSINESS WITH JOHN SIMS!!!

I explained I still needed all adults over 18 to fill out the application and sign the lease, because there is a criminal check involved also, but it was fine if only one person made the income requirements. 

Do a criminal background check.

Tenant's, guest's, invitees or licensee's personal property and vehicles are not insured by Landlord, manager or, if applicable, HOA, against loss or damage due to fire, theft, vandalism, rain, water, criminal or negligent acts of others, or any other cause.

No offence, but a 24 hr notice for general maintenance, served when the tenant is away, is a bit scummy.
