If it's because there's a ton of crime and it's actually dangerous/you're likely to have any repairs you do undone, you'll want to start talking to the local police and politicians -- you want them to step up patrols in that area to kill the crime element.

The neighborhood has plenty of police reports, gang tagging, drug houses, and what I call internal violence, but it is not drive by shootings and the crime stats are not significantly worse than my nearby middle class neighborhood.

He lost a great tenant who was there for over 2 years because he wanted $25 more a month, and turned out she was on a fixed income (which he knew), so she moved, house sat vacant, next tenant required eviction (judgment, never recovered), next ones had the police there constantly.
