I would reach out to local title companies and attorneys and ask how much they charge for a getting a QCD prepared.  

Find a local metal shop (preferably one who specialized in wrought iron) and have them weld on the extra needed material, then have the railings powder sandblasted and powdercoated.

I continue to indulge myself in as much knowledge as possible (BP platforms being my #1 go to) so I can be as prepared as possible when the right opportunity presents itself.

They may reject the idea outright, but you need to be prepared to counter their objections right away.
