If you pay off the one with the lowest balance first, you hit the trifecta: 1) You eliminate the debt, 2) you eliminate the monthly payment on that debt, and 3) you then free up the payment you were paying in #2 to pay on the next lowest balance debt faster...and pay that off and get the same impact on the next lowest debt...and so on.Do it this way, and you will pay off all of your debt faster than you can blink an eye.

On the other hand, if you believe that the tenant is doing the second thing (using someone else's identity to fraudulently obtain service), and the utility company won't cooperate, then there's probably not a lot you can do in that situation unless you can prove it and/or the Housing Authority has a rule about having service in the tenant's own name and they can compel the tenant to prove that they do.Lastly, it sounds like this is a problem tenant so you should start looking into your state's requirements to end the tenancy when the lease is up, and issue the proper notice of non-renewal as soon as appropriate so that she's out when the term of the lease ends.

This is not a Fair Housing issue unless it's a properly documented Service Animal that the tenant has proper documentation of the need.

Look for Rescues close to your property for the pups.... work with the owner to have the pups once they are done nursing and weaned , released to the rescue.... donate a tax deductable donation to be sure the pups are taken care of properly,and they hopefully will have room for your tenants pups!...
