Even 10% for property management is low unless your PM will fill a vacancy for free.Either we accept that paper or walk away from closing, then we would loss the appraisal, inspection and credit check fee - around $1500.Sometimes you really do have to walk away from costs like this rather than accept a stinker of a deal.

I'd either fill it now and then make a full tank be a requirement on move out which you could deduct from the security deposit if necessary to fill, or note the level as being 1/2 full and then require it to be 1/2 full on move out and anything less would be charged on move out.
