You are paying money thinking it will bring you business, when in reality it's just bringing you a bunch of contacts that aren't serious.Build relationships.

Hey Joseph, this is a tall order.The folks that have these contacts (like myself) guard them pretty heavily and also keep their contractors busy.It's not a selfish thing, it's just business.

The biggest issue for Worcester is the commercial tax rat at over $30/$1000 which discourages businesses from the city. 

Overall, I wish I had never gotten into the turnkey business it has been very stressful and a huge financial loss.

You can never know 100% but if you see businesses, company offices, increasing traffic, proximity to a desirable neighborhood or area (beach, downtown, etc), odds are it will help.
