As the others indicated each lender has their own rules (referred to as overlays), when seeking mortgage financing like FHA or conventional is is always best to find a "direct lender" sometimes referred to as a "mortgage banker" as they do not have any bank overlays and underwrite the loans directly to the guidelines set by Fannie, Freddie, FHA, etc.

I can see this described as RTO to the seller as a reference initially because it's easy for them to understand, but not an actual operator.
