The downside of billing tenants for repairs as they come about, is that the tenant may not report  repairs to you when they are needed.

Report him to the licensing authorities in your area. 

Cause if you are an ideal tenant and he doesn't fix the roof just have the landlord reported.

And while I love tenant screening and believe in its value, I am frustrated that there isn't widespread visibility into specific renter payment activity (which would be great for landlords), and even rent payments into credit reports (which would be great for the renters).  

My last tenants at another property didn't report a washing machine water pipe leak for TWO days.

In other words there is documentation showing what they say whether it is from the MLS past sales history or reports from a trusted unbiased site like Crompton, RPR.....

You have a Tenant collect and deposit rents and report any issues to you for a discount on lot rent and an hour away is nothing.
