The contractor had threaten file lien on property or go to arbitraction (contract has a arbitraction clause) . he have not showed up to the job site for a month and asked for payment out of air.

One thing I noticed is that one of the valves seams to tighten to a sure stop whereas the other one just gets indefinitely tight - like the rubber bottomed out on one seat but not the other..The valve body itself may be pitted/worn, preventing a complete seal from forming

my sister inherited a lot of money and has it in a investments through a financial planner.Is there anyway that she can remove a large portion of her Investment money out of that vehicle and make it available to me to pay her the 8 to 12% interest that she's not getting now without a IRS penalty for pulling it out.

If you were to deposit the funds and hold them to invest in another property and you had to hold said funds beyond your yearly tax filing date then the held cash would be considered corporate profit and thus be subject to tax.So I guess it boils down to preventing a taxable event.
