If so I would send them notice of a substantial rent increase and let them make the decision to move on their own.

If it's a property that you feel very seriously about, go ahead and do the inspection now, and provide it along with the offer as support.

In the contract I would ask for 30 day notice in writing either way to end.  

I have noticed that those areas are a little pricer but it appears there is a handful on the market right now that could work.
