The human race has historically been poor at predicting future, so it's wise to prepare for multiple scenarios.Mortgage rates in 2025 may decrease slightly if inflation stabilizes and the Federal Reserve eases rates, though they are unlikely to return to pre-pandemic lows.

So far that has helped a tad and I made a 13 page move in packet. 

Many people learned this lesson during the big freeze in 2021.   

Just contact a collections agency and send them proof of the debt owed (could be the signed lease agreement or a judgement if you have one).

@Brent Hindman If you aren't looking to grow the rental portfolio quickly or build it to be large, then I'd probably just get a HELOC on it and keep it as a rental.
