Talk to the city about what's required and if DIY is even an option.Impossible to estimate since its dependent on the length of runs and the accessibility of the pipes.

Employ experts where should and DIY where appropriate.

@Joe Facenda I am currently working with an agent Who does not seem to take the shotgun approach.But from what I have experienced, you are correct.Would you have any advice for me as I am just starting out on this venture?

Heaps of venture capital have been raised to try to make it profitable and the broker-dealers have shunned the smaller projects for a long time because the real costs of soliciting and serving investors is quite high. 

This has been the most profitable venture of my 20+ year investment career.
