My gardener would say there is poo outside on the yard and while doing some repairs i saw the dog inside the master bedroom.

My SFHs come with more costs like gardening, power washing, exterior painting, roof, etc.

Without those dues, you'd likely have to start paying for things like insurance, gardener, pool, general maintenance, trash, etc.

It's mostly a market for the corporate investor in multifamily--think blocks of garden apartment complexes.C is lower middle class and lower class but safe. 

Also, the proximity to Busch gardens makes it very attractive for your next tenant.Number two is Tampa Heights, south of the university and slightly north of downtown; this old neighborhood of Tampa Heights is attracting more people than ever.

Also, many homeowners take great pride in their yards and gardens as well as keeping up with general exterior upkeep such as painting or staining fences and decks. 

I'm in Winter Garden/Clermont area. 

Maintenance is minimal with a rock garden and tons of perennial flowers.

It's not my business model, but having anyone live outdoors like an animal in the USA when they hand out Section-8 to illegals upon arrival is a hard pill to swallow.They need to sort the homeless into short term vs. forever types.Steer the help to the short-term helpable when they need it, and publicly house the "more eccentric" types out in the county away from civilization.Maybe have a poor farm where they can plant gardens to feed themselves if they are able...something to keep them busy.It would give all of them someplace to live indoors at least.This street begging/tents on sidewalks thing is Un-American.Just my 2 cents
