A certified letter is good because they sign for it, acknowledging receipt, any other forms of written communication you can get to document that they were notified of the hazard probably also helps. 

In fact, when it comes to contracts, if there is vagueness the contract is to be interpreted in favor of the party that DID NOT write the document.

The kind that can’t fill out a form, checks both boxes in an either or situation, and can’t be bothered to respond to calls, texts, or emails.
