I'm afraid I must have to disagree with Rich Dad, Poor Dad in the core Bay Area cities, provided that you can handle owning it for a decade or so.The worst time to buy a home in the Bay Area, in the last 75 years or so, was 2007, right before the crash of the century.

As far as the impending crash that may or may not be true but I have been commuting to the west side( Westfield century city mall renovation project)  daily and pass by downtown Los Angeles on the 10 interchange I can tell you their is a ton of work happening there and on the west side right now with all the cranes up I counted 9....

In all likelihood an interior drain will work for most of your lifetime but toward the end of this century the house's foundation will likely have some issues as water accelerates the decay of concrete.
