With fixed-rate financing here, if you choose short enough terms (1-3yr), you could (theoretically) crudely mimic that rate bands of an ARM, but the conditions of the financing would be different.I disagree with your blanket assertion that one would be safer with a U.S.A. style ARM, but it's an irrelevant debate since term-matching-amortization financing is not a reality in Canada.
