In order to practice property management, the licensee must work under a broker that also has said permit, or be a broker themselves.I'm not sure how it works in Washington, so you'll need to check with your state laws.

If the seller contacted you from general marketing, and you're not licensee, you should be able to send your offer(s) directly to the seller and he/she can decide how they wish to proceed.
