Don't bother with battery powered tools (except for drill/impact set) as in a few years time you won't be able to replace your now-outdated batteries and chargers, whereas quality chorded tools will work fine for decades without having to worry.

Im not familiar with Oregon law, so obviously follow your state law, but many places allow you to charge rent until a new tenant can be placed if they break a lease early.

Our government already does tell us how much rent we can charge, rent control, 2017 we are allowed a 1.5% increase.
