If you are looking for hosting try http://oneandone.com or http://ixwebhosting.com You can Do as Dan suggested and buy a template and then have it customized or you can use canned platforms like joomla or wordpress.

I highly recommend going with Wordpress.

I looked up the PA landlord tenant laws and found this handbook: http://lhop.org/wordpress/wp-content/uploads/Tenan...Page 31 covers insect infestations and says that the landlord is required to fix the issue.
