I am looking to build a SFR for short-term rental, would be my first-time new build.I have engineer plans for well and wastewater stamped by the state of VT for up to 4 bedrooms.

Case workers look at things such as disability, are the potential tenants collecting food stamps, child support, do they have other income, SS, how many children, what ages are the children etc etc etc.....In your earlier comment you said average for 3bedroom is around $900.

Food stamps, which poor people don't get ahead from the food companies do, and gives the US a population that is to fat to produce an Army. 

I don't know anyone who does such development projects without "rubber-stamp-approval" in pocket long before actual submittal for approvals.

If they have lost that, there is a identification number stamped on the frame that you can use to apply for a replacement at DMV. 

The city gave me 3 options: 1) return the unit to a garage, 2) get an architect or draftsman to draw up the building plans and then pull permits, or 3) get a structural engineer to "stamp" it and say that it's up to code.

Anyway, I'm putting my stamp on here to follow the thread. 

Many contractors bid from afar, just email the wet stamped prints in PDF. 

I assume you are posting your question as you are not looking for a "stamped" design, otherwise you would have paid an architect or structural engineer.
