In CA, there used to be two different house numbers and it was straight forward to rent them as a separate unit.

Most likely a "discount listing" Owner pays realtor a small amount upfront to add it to the MLS.

That ship has sailed and it was never at the discount you're suggesting. 

If you have a written lease, this should be a straight forward matter to process the eviction.
