I'm curious to hear from others across the US what innovative strategies their municipalities have successfully implemented to incentivize development and promote housing affordability through private investment and cooperation. 

A cooperative house hack between you all would be a solid first one, but you need more savings.

I didn't, and the people at Eagle Rock, who approved permits and necessary utility connections, were not very cooperative, which made the process more stressful than it had to be.I've seen lots listed on Zillow and the Aggressive Real Estate web site. 

According to the brokerage and agent, these individuals either weren’t serious or claimed they didn’t realize the property was occupied, even though it was clearly stated in the listing.I’m not particularly concerned about the property’s condition or the eviction process, as I’ve already secured some level of cooperation and have basic access to the basement.

He lives in Austin as well and his expertise is cooperative living.

Cooper, absolutely will not allow him to recast his mortgage even though he has over $100k in equity in a property where his note is less than $250k.

So I started with cooperative assignments, which enabled me to raise much needed cash and then branch into other strategies, buy and hold, fix and flip. 

I'm biased and can provide reasons and data to show that using an agent will protect you, get you more money, less stress and so on.The reality is you can do it yourself, but tenants generally don't cooperate with showings and that causes lots of problems for buyer to access the unit to show, inspections, appraisals etc.

At this point, the best path forward to compel them to cooperate is to give them notice to vacate and simultaneously give them an option to renew, with a new lease agreement.
