@Alvin Sylvainsadly from what ive seen on here The people who push cash for keys are usually left coast /west coast investors who are stuck in communist regime states that requires the landlord to bend over backwards for their tenants .

Communists also have secret prisons for intimidation of normal citizens...

Even though our city council is communist, they are proposing amendments on the next reading of the bill.

I'd definately get a gun and most importantly learn how to use it, however living in a communist state, it may be hard/impossible no matter how much danger your life is in.Never the less, this all can be taken care of, if you follow the right steps (As listed by mike).
