In our area, many fewer carriers will insure a General Contractor as compared to an Artisan (plumber, electrician, carpenter, etc..) and the cost is generally 3 - 4 times higher.  

I understand what is required to obtain abs or become an artisan and I am (usually) committed to whatever it is that has caught my focus.

Joshua Tree is cool because the Park is amazing and we're a town full of artists, inventors, artisans, musicians, hard workers everyone!

If this is in California, you plan to use super high end fixtures, and hire artisan contractors, with all permits and all issues accounted for, you're probably looking at about $400 per square foot.If this is in Atlanta, you plan to use the lowest end materials you can buy, hire day laborers, not pull permits and ignore any issues that are not purely cosmetic, you're probably looking at $10 per square foot.If you're somewhere in between, probably somewhere in between.Long story short, there's no way anybody will be able to tell you how much the renovation like this will cost without knowing specifically where you are, what type of contractors you plan to use, what level of materials you plan to use, and what the specific scope of work is.But, if you check out the BiggerPockets bookstore, they've got a great book on estimating rehab costs and the methodology that goes into figuring out how much it should cost.

I have this property and with the introduction of a new coffee shop in town, I'd like to have a tenant open a funky artisan type place, or some venture of that nature in this property.

I have a few handyman artisans.   

Until there is a radical shift in the way people work (remote positions, virtual offices, etc...) or the value we place on rural jobs (farmers, teachers, artisans) all goes up dramatically, values in places like this in rural america will continue to remain flat.
