If the property fronts on a state road, you will need an Highway Occupancy Permit from Pennsylvania department of Transportation, to gain accces to the road. 

Short term rental permits are only granted to owners who will be renting their primary residence.

Unfortunately - my current lot for my primary is 1 acre and VERY sloped, and close to a water source (creek), so the county has not even allowed me to permit my downstairs finished basement without an extremely costly renovation to our septic (over $60,000, and that doesn't count demo'ing and replacing our driveway to get to the existing tank and leachfield), and even if I could permit it, it would essentially need to be a treehouse in the redwoods due to the slope (not a bad idea though, I would actually love a livable treehouse on this lot!

Also if this property is on septic that also can throw a wrench into the ability to call a space "a bedroom" as septic systems are sized and permitted based on the bedrooms.

We didn't because we needed to provide POS in order to obtain our STR permit being that previous owner had a permit on the property already.

While I would like to add an ADU  I do not have the time for the permitting process.

Goodin Development has no filings with the SEC authorizing it to raise money, has not pulled any permits and is not mentioned in any of the numerous news articles discussing the development and the companies involved.If you are thinking of sending Justin Goodin or Goodin Development any money - THINK TWICE!!

Some of them even walk off the job, even after they pull permits and are technically responsible for the work.  

There are pot holes at every step form entitlement to permitting to the vertical and getting CO. 

Also your permitting process, type or land, grade of land, if underpinning is required will all play a factor into your cost.
