In my novice opinion, this is what needs to be done to the house:Mold inspection/eradication (water damage from leaking water heater in attic)HVAC neglect (possible mold)10 Fogged Windows (house has numerous large beautiful windows that have become opaque due to moisture)Pressure wash exteriorReplace Carpets (approximately 1500-2000 sq ft)Paint interior walls/sand and paint trimPlumbing hardware has all been removed/needs to be replacedPool filled with excessive amounts of leaves/debris (pump is running)Excessive amounts of trash throughout house yard and pool houseLive Oak growing onto roof (arborist needed)New Sod (currently all weeds)Pool Deck ResurfacingGarage Door Openers have been removedLarge golf ball sized chip on bottom of granite on islandresurface built-insExterminatorPatch holes/cracks in walls (about 10 fist sized holes)Many light fixtures missing (10 or so in closets and bathrooms)smoke alarms missingSo, part of me was disgusted and felt very guilty watching my buddy conduct a walk through via the internet.  

A job of this sort would require pulling a permit involving FPL (power and light company) to disconnect the main feed.

All around the light switches and places where people might put their hand, like in the bathroom on the wall.

I have researched this and the worst I hear is that people forget to turn lights off and occasionally leave a door unlocked.

Tread lightly but make contact asap.

For the smoker make sure you give them plenty of advance warning of the change to allow you enough time to find a replacement tenant.Hopefully they will decide to leave because if they stay they will not stop smoking and you will likely end up having to evict.

@Franchesca Ramaker,It's not locality specific, though you'll need to research the landlord / tenant laws and building codes in your area.In general, if the units are "sub-metered" - each unit has its own water, gas and/or electric meter, then each tenant pays their own and there should be a common area meter in some cases for stairway lights, outdoor lights, lobby / vestibule heat, common laundry, etc.Where I'm living now, I pay my own gas and electric, and water / sewer / refuse are included in the rent.

IE - more or better landscaping, more attractive color scheme/overall curb appeal, or better light fixtures or bath fixtures, etc.

The Federal Reserve did warn in December (when they raised rates) that they would likely raise interest rates 3 times in 2017.  

Just a note that in light of this newest legislation, we've also added the screening criteria "applicant must be willing to take possession within 2 weeks of approval" because the SMC is so poorly written that the first applicant could want possession 3 months from now, and what's stopping them.
