I have noticed that you post a lot of "a friend told me" type facts and I did read an article about foreign investment into the US housing sector and Southern California was a popular destination because it was seen as a better investment.

A PUD zone would allow this type of flexibility and might get you reduced tap fees akin to a condo rather than SFR.

For example, it MAY make sense for you to sell, then 1031 exchange the funds into a larger property type - or a similar property in a nicer area that has stronger appreciation forecasts.

The answer largely depends on the type of investment strategy you will employ, your current liquidity situation, and the size of your renovation budget.
