My ultimate dream is to add a 3rd unit (ADU), garage to fit an Earth Roamer campervan (29ft x 8ft), a den/family room for the main unit, and a rooftop deck that can get up high enough to see the skyline/mountains (28ft) but zoning looks to be holding me back. 

If you feel that the property will reduce your expenses, help you build equity, and fits the criteria of what you want in a home I would go with the offer.

But a lot of us don't have one or more of those things, or we live in expensive markets so our only option would be to do it long-distance which is even riskier, so turnkeys fit in great for us.

Deadlines are a thing of the past when you are choosing your own hours, and you’re really able to fit your work around your life.

I'm not even sure what needs to be repaired here, but I would start with making sure all connections are fitted properly and not leaking.

If you're up to it, I would explore maybe even looking into triplexes and fourplexes with your VA if the prices and mortgage fits.

If your local market doesn't fit your investment criteria and goals, you really don't have another choice.
