With properly fitted and maintained storm windows, these old wooden windows can be made more-or-less draft free, but never really efficient.

However, you're going to have a hard time forcing a tenant to use it, unless you're going to pay the water bill.You may be able to get around that by stipulating in the lease that the tenant is required to allow the sprinklers to operate at a reasonable frequency and duration to maintain the lawns in the current condition.

I understand that it is probably a good idea to maintain a reserved demeanor (unlike my friend) and feel out the situation before diving straight into the business side of it.

If you are listing it as a short-term rental and you are providing more hours than anyone else in maintaining the property (active participation), the property becomes an active investment rather than passive.

I also look at how well houses are maintained, and issues in the neighborhood that may indicate it isn't the best place to invest. like any other properties, you'll likely run into some issues here and there.
