I would put in writing a request for all communication from the property manager including the caseworker name for the tenant and name and phone number of your tenant (if you don't have) and start contacting them directly to find out what's going on if your PM company isn't being responsive.Good luck.Don’t wait for your property manager to do something.

A local credit union also mentioned something called a "savings secured loan" which can be used for anything (even going on vacation), but I don't know if there are tax benefits to that and I don't think I can do that under an LLC.

Some people have made a very high appreciation in R15 and R8, some higher than the privately planned masterplans like Aldea Zama, Selvazama, and Tulum 101, It depends on the investor some prefer buying at a higher price per sqft with all the infrastructure already in place and some will try to get a better deal and wait for the infrastructure to arrive, it all depends on your risk tolerance and your goals, needs and wants.
