Process: Do you hire both a pre-fab manufacturer AND a GC to stitch the pieces together or are they one and the same?

I put the property manager higher on my priority list because they are going to be managing the property and you want to find one that 1) will manage the property and 2) you absolutely trust as they are your eyes and ears.
