The key is to be able to asses any effective workmanship or materials and accurately estimate the costs to complete.

The local excellent agent and PM will give you a more accurate feel for the area from a sales and an operation standpoint, and if you can sell the property at a profit and can readily rent it for a profit, then you've got some golden options!

If it is, then I think you accurately assess the situation in assuming you are out lots of money in cleanup and lost rent, are going to make an enemy, and will have to clean up and then remodel, likely at large expense.

But i don't have enough personal data to really give you an accurate information yet!

If you give accurate info to a loan officer, either you qualify, or you don't.  

Is that 100% accurate?

Not because the numbers don't look okay (If you are accurate on it all) as much as the guy is unlikely to take it.
