Landscape stones would work, if you were in my neck of the woods I might suggest a nice decorative barrel cactus, but I don't think that would work in WV, even a small tree may be a significant enough deterrent.

There aren't really any formulas for this, your best bet might be to look at the pictures in rental comps other than that I would estimate the difference to be about $100 in rent for every $1000 of rental value if everything in a non-updated unit is clean, usable and looks reasonably nice.

Weight that against the cost of just having someone come out there sooner, and you might find it's a wash. 

The nice thing about Cozy is the credit/background check is really easy and the tenant pays for it with their own credit card.
