If you go OOS talk with a few local investors (someone unbiased not trying to sell you anything) and do lots and lots of research and fly/drive to the area. 

@V.G Jason 40% of the agents in the whole industry is active, only 20% of the agents closed deals in the last 3 months. 0.005% is an accurate figure for builder agents

If you haven't already, I suggest getting in some local FB groups for travelers in your area or region.
