It's a 6 unit property and it's getting clogged near the main drain and under my unit.

@David Mohrmann, so long as the expected appreciation more than covers the negative cash flow, and your income readily allows for such a continual drain - why a limit?

Another house we part owned flooded significantly and premiums were like $3000/year after  sandy, if we kept it then it would have drained us. 

Bad tanks and broken drain lines in your field can turn into a really crappy problem (yes, pun intended). 

Maybe I could put an outdoor french drain in the middle of the yard to drain toward the driveway and away from house?

The dishwasher runs and drains still. 

They have put several large ruts in the yard and broke some drain pipes in the yard.

I've never read an investment book but I have a good eye for properties and do all my own work with the exception of laying carpet and installing new drains, so my strategy, if you want to call it that, has always been just to buy a crappy property in a good area and to take it from there.

This will not only be a mental/emotional drain but a time and financial one as well.
