Sell or Rent in flood plane

We own a property that is in a flood plane and difficult to sell, to date.... better to rent? Total rehab and sound contracting and trades... like to get the money out and move on rather than rent and wait on my ROI... thoughts?

@Stephen Moore I would list the house with both options of lease or sale and take the first one that comes along. Its better to be bringing cash flow than it sitting vacant for a long time. You could also try to sell it as a turn key rental once you have a tenant.
