I don't think you're doing anything wrong.I would recommend that you continue to buy more properties. 

The hoa master policy is Not in play here, so you need to push Your insurance co., and they can go after the responsible party's insurance.  

When my condo tenant complained about tenants next store playing loud music into the night, my sister, who manages the place for me had to call the condo PM, who contacted the HOA, who contacted the condo owner next door.
