They need an occupancy certificate before people can move in and that may be what they are waiting for.

Third, I'd want to know if they do tax planning and are actively involved in estate planning, trust accounting and asset management aspects.If you get a positive response in all three of these areas you have a home run on the technical side.Gauge their ethical manner, their personality, would they be trustworthy as an advisor (you don't want a drunk and there are many).Know how they bill, ask about a quick question and any retainer fee and hourly rate.If they do not have the CPA designation (not really required) ask what their education is and what certifications they do have.

As for the checkbook control, that is only necessary for advanced investors who utilize strategies which require funds immediately such as tax lien certificates, all cash 3-5 day closes, etc.I highly recommend using Equity Trust, roll your 401k into a SDI and start buying property or loaning $ secured by the real estate.

But, some locales do require new certificates of occupancy on ownership changes. 

Also, i would look at what certifications you can get that would help.

Can I require the tenants friend to have to provide me the ESA certificate?

We're waiting on the Certificate of Occupancy (CO) on one in the Northwest Cape.

If you're looking to go out of state and close on a deal quick, make sure you contact NJ's state department to get a "Certificate of Good Standing" (states may call it different things) which is required when title insurance is being provided to an out of state investor.
