I'm trying to figure out how HUD establishes a minimum bid and what strategies investors/buyers employ to win some of these auctions?

Nowadays there are large entities like hedgefunds that will bid the heck out of those tax sale auctions.

I've given up on REO listings all together and mostly concentrate on court auctions or Short sales.

As for the first option of the forced sale, the property will be sold by a third party at an auction (probably resembling something to a sheriff's sale or foreclosure auction).
