There was so much water that it seeped all the way over to our side of the basement (it only houses our oil tank and furnace and is accessed through the outside so we don't go down there much in the summer and didn't know it was wet).

It is simple and easy to begin the eviction process, and you can always stop it if tenant pays rent or moves out.

Will you just max out another card every time a water heater breaks, a furnace goes out, or a tenant stops paying? 

While these aren't as good as having access to the MLS, they can get you pretty close.

Stop worrying about things like this and worry about screening tenants !

But, charging someone who is financially making a difference with their income(rental housing) to their community in the first place is totally wrong and people in Oakland should put their foot down now to stop this before it gets out of hand worse then now.
