If we're going to have a Black Swan event, this is probably the one we want instead of say, a big multi-actor war, structural national financial problem, or American political crisis.   

Price as you said is much higher than say a 3 ton central air unit but savings in cooling in areas your actually occupying rather an entire home.

Does it say a percent of the rent collected or does it say a percent of the rent? 

Write to the offending tenant and say a nearby property owner you know contacted you that the police were going to one of your units and tell them if it happens again, they will be asked to vacate as this is a material breach of the rental agreement.First, they won't likely know what their lease really says on this subject, so even if it's a bluff, it should still work. 

I would say as a new investor learn more about the fundamental of the rule, and why it's there.
