Your insurance should cover the damage to your home only (if you file a claim with insurance) and if the tenant doesn't pay, I would evict immediately.

The auxiliary heat, if used often, it can be expensive as it works just like regular heaters.In NC, heat pumps work very well, a lot cheaper than propane in my experience.

You can sell it right now on a quit claim deed but that would be an uninsured title and you'd have to sell it well below market value to find a buyer.
